China Manned Space Program was approved by the Chinese government on 21st September 1992. In the Project, research, development and construction works are organized and implemented according to both administrative and technical commanding lines, and the chief commander and chief designer joint meeting mechanism was established. The joint meeting is responsible for making decisions on important issues during the implementation of the project. Very important decisions will be reported to the State Council for approval before being implemented. To strengthen the management of the project, China Manned Space Agency (CMSA) was set up. CMSA represents the government to take management responsibilities.
